Introduction

At last 10 years I had many works in the area of Search Engine optimizations (SEO) for web sites. I know and it is absolutely true on the base of my experience that the content of web pages is The King – very important parameter in SEO process.

Now when I and my colleague are working in the area of eLearning in Bulgaria and in EU I know and I it is absolutely true on the base of our experience that The Content of eLearnung materials is The King, too.

We can find confirmation of this point of view in the reports of The European eLearning Industry Group, Commission of Technology and adult learning – USA etc. So my assertion is not news and do not consist some innovation.

But how we can generate better eLearning content? This is the question!

I think to write good eLearning content is the same as to write good music as example.

In The World we have very big persons in the area of music. Some people love Mozart other do not like but every one understand music as “international” language. But when we talk about national folklore I am sure every one likes it. Why? In Mozart’s works are used notes and in National works are using notes, too and the note scale with 5 lines is equal. Where are differences? And why National folklore is loved for all and Mozart is for specialists?

We can compare the Mozart’s note pages and National folk’s note pages with web pages. We can say that only Mozart has read-write rights on the pages and in the case with National folklore every one has rear-write rights and every one can add, delete or change some bigger or smaller details.

This is the main reason National Folklore is loved from all, in National folklore content are implemented the smartest bits energy from every member of the society and from many generations. We can not compare the intellectual potential of a man, big man as Mozart with intellectual potential of the nation.

How we can extract useful elements from the example above and to use these elements as tactical units for creating smart strategy about producing e-Learning content and to Make Lisbon a Reality as it is our main goal here?

Here are the elements:

  • Creating the e-Learning basic structure content (as note scale with 5 lines) from a small international group of specialists – equal for every country.
  • Start to write e-Learning content from large group of people – international team.
  • Read-write rights at the e-Learning content for maximum large group of people from EU.
  • Write e-Learning content at the national language of every EU country and to duplicate the same content at English language as “international” language.
  • Use English and national language e-Learning pages in education in every country.

History

During the past two decades, the level of information and communication technologies used in the field of education increased dramatically. The same cannot be said regarding the quality of education.

This report explores the ways to eliminate this discrepancy in line with the corresponding EU strategy and considering the challenge of globalization.

The Subject

The subject of the report and project are Increase of Education Quality through moving from reproductive education to original education and integral education via:

1. Wider utilization of existing ICT at schools,

2. The intuitive and extrapolative abilities of teachers,

3. Freedom of mind and thinking of the students.

This subject is realized through design and implementation of an Educational System, helping increase the quality of education on the base of Smart interfaces for communication and learning.

Experiment N 1

Experiment N 1 shows that by using ICT and sufficient motivation of teachers and students, an original curriculum can be outlined for each consecutive school year.

Experiment N 2

Experiment N 2 proved clearly that compiling original syllabus from separate school years and its constant update will make the methodology of education very close to the methodology of accumulating life experience.

Consequently, in case the method described is used wisely, the proposed Educational System will become more intelligent with every passing school year.

European and National Guidelines

European Level

Direction: European structural funds – 2007–2013

Subject: Innovation and economy of knowledge;

Strategic guidelines:

- Enhancing knowledge and innovation for growth;

- Increase of the quality and quantity of investment in research, technology, development; - Promoting Information Society for all;

- Increase of investment in human capital through better education and higher expertise.

National Level

National Strategic Reference Frame 2007-2013.

Operational Program „Human Resources Development”.

Governing Authority - Ministry of Labour and Social Policy.

Intermediary – Ministry of Education and Science.

Priority 3 “Increase of the quality of education in line with the needs of labour market towards building an economy based on knowledge”

Priority 4 “Facilitating access to education”.

Conclusion

Based on the above, the development of an Educational System that can sufficiently increase the quality of education should constitute a national project, financed by the European structural funds.

This project’s success will be guaranteed with the participation of:

1. BAS (Bulgarian Academy of Sciences) - an institution accumulating the national scientific power;

2. Ministry of Education and Science – an intermediary for distribution of the structural funds and and institution fulfilling the national policy in the field of education;

3. NGO BULGARIAN ASTRONAUTICAL SOCIETY – non-government organization, representing Civil Society.

4. NGO Memory - logistic support.

We are seeking partners to organize a meeting in Bulgaria in February, March or April 2008.

Partners can be from any country in EU, group from a country can be 3- 5 members, average ages – 35.

We are working on the small project to organize the meeting and are waiting for your suggestions.
